Nearly all of Windham is on private septic. For decades the only public sewer, run by Portland Water District, served South Windham Village. Those lines cross the Presumpscot into Gorham and continue to the regional treatment plant in Westbrook. North Windham's Route 302 commercial strip ran entirely on septic until voters approved a sewer project in June 2022. It pairs a membrane bioreactor plant with subsurface drip dispersal, and collection lines went in along Routes 302, 35 and 115 in 2025. Lake and rural homes stay on septic. Windham's sewer ordinance makes owners pay for their own building sewer.
Wells, water bodies and shoreland rules in Windham
Windham has frontage on Sebago Lake, the Portland Water District's drinking-water source, and also includes Little Sebago Lake, Highland Lake, Forest Lake, Pettingill Pond and Collins Pond, drained by the Pleasant and Presumpscot rivers. Maine DEP lists Forest Lake, Highland Lake and Little Sebago as nonpoint-source priority watersheds. A 1999 Highland Lake survey found 30 percent of the septic systems surveyed approaching the end of their lifespan. Under Windham's shoreland ordinance, a new septic system must be at least 100 feet from the normal high-water line of a perennial water body, and no variance can reduce that setback.

The Census still counts several hundred seasonal units in town. A converted camp often has a tank and field sized for summer weekends that now serve a household all year.
