How a replacement design changes from town to town
No two replacement designs in our area start from the same ground. Every new system in Maine is designed on an HHE-200 form by a Licensed Site Evaluator under the state Subsurface Wastewater Disposal Rules, and the local plumbing inspector issues the permit, but what the test pit finds decides the design. Along the coast the answer is often a raised bed: in Cape Elizabeth, ledge and slow-draining marine clay turn up at shallow depth, and in Scarborough a coastal lot can have fast sand over a high water table while an inland lot has tight clay.
Inland, the question is usually protecting wells and water. Cumberland restricts septic systems on its most permeable soils because effluent can reach the shallow water table quickly, and around Sebago Lake in Windham and Standish, shoreland zoning sets the setbacks a replacement has to meet. In shoreland towns, Maine law (30-A M.R.S. §4216) also requires a septic inspection before a sale, and a malfunctioning system found then has to be fixed within a year, which is when many replacements get scheduled.
